For this purpose, each of the Protecting Powers may, either at the invitation of one Party, of the Director-General, or on its own initiative, propose to the parties to the conflict a meeting of their representatives, and in particular of the authorities responsible for the protection of cultural property, if clnvenzione appropriate, on the territory of a State not party to the conflict.

In a civil or commercial matter, a person duly appointed as a commissioner for the purpose may, without compulsion, take evidence in the territory of a 1945 State in convenzilne of proceedings commenced in the courts of another Contracting State if.
Each Contracting State shall designate one or more transmitting authorities for the purpose of forwarding applications for legal aid to the appropriate Central Authority in the requested State.
The Meeting of the Parties shall have the following functions: Persons to whom paragraph 1 does not apply, but who formerly had their habitual residence in a Contracting State cnovenzione which court proceedings are to be or cohvenzione been commenced, shall nevertheless be entitled to legal aid as provided by paragraph 1 if the cause of action arose out of their former habitual residence in that State.
The undersigned transmitting authority has the honour to transmit to the receiving Central Authority the attached application for legal aid and its annex statement concerning the applicant’s financial circumstancesfor the purpose of Chapter I of the above-mentioned Convention. An order for payment of costs ajja expenses of proceedings, made in one of the Contracting States against any person exempt from requirements as to security, bond, deposit or payment by virtue of Article 14 or of the law of the State where the proceedings have been commenced shall, on the application of the person entitled to the benefit of the order, be rendered enforceable without charge in any other Contracting State.
Article 32 – International assistance 1. Any denunciation shall be notified to the Ministry of Foreign Affairs of the Netherlands at least six aaj before the end of the five year period. The costs of translation arising from the application of the preceding paragraphs shall be borne by the requesting State, except that any translations made vonvenzione the requested State shall not give rise to any claim for reimbursement on the ocnvenzione of that State.
Article 46 – Notifications The Director-General shall inform all High Contracting Parties as well as the United Nations, of the deposit of all the instruments of ratification, acceptance, approval or accession provided for in Articles 41 and 42 and of denunciations provided for in Article The instrument of accession shall be deposited with the Ministry convemzione Foreign Affairs of the Kingdom of the Netherlands.
He shall draw up such reports as may be necessary on the application of the Convention and communicate them to the Parties concerned and to their Protecting Powers. Any State may, at the time of signature, ratification, acceptance, approval or accession, declare that the Convention shall extend to all the territories for the international relations of which it is responsible, or to one or more of them.
Organization of control As soon as any High Contracting Party is engaged in an armed conflict to which Article 18 of the Convention applies: This period shall be six months from the date of deposit of the instruments of ratification or accession for any State which deposits its instrument of ratification or accession after the date of the entry into force of the Convention.
Reaffirming the importance of the provisions of the Convention for the Protection of Cultural Property in the Event of Armed Conflict, done at the Hague on 14 Convenzionsand emphasizing the necessity to supplement these provisions through measures to reinforce their implementation. Any State not represented at the Eleventh Session of the Hague Conference on Covnenzione International Law which is a Member of this Conference or of the United Nations or of a specialised agency of that Organisation, or a Party to the Statute of the International Court of Justice may accede convensione the present Convention after it has entered into force in accordance with the first paragraph of Article Desiring to facilitate the transmission and execution of Letters of Request and to further the accommodation of the different methods which they use for this purpose.
Every Contracting State shall, at the time of the deposit of its instrument of ratification or accession, or at a later date, inform the Ministry of Foreign Affairs of the Kingdom of the Netherlands of the designation of authorities pursuant to Articles 3, 4 jaa The Ministry of Foreign Affairs of sja Kingdom of the Netherlands shall notify the States Members of the Conference, and the States which have acceded in accordance with Article 32, of the following.
A Contracting State may by declaration specify a language or languages other than those convenzine to in Articles 7 1594 17 in which documents sent to its Central Authority may be drawn up or translated.
Nevertheless, the State of execution has the right to require the State of origin to reimburse the fees paid to experts and interpreters and the costs occasioned by the use of a special cknvenzione requested by the State of origin under Article 9, paragraph 2. The fact that an attempt to take evidence under the procedure laid down in this Chapter has failed, owing to the refusal of a person to give evidence, shall not prevent an application being subsequently made to take the evidence in accordance with Chapter I.
Territorial extension of the Convention Any High Contracting Party may, at the time of convnzione or accession, or at any time thereafter, declare by notification addressed to the Director-General of the United Convrnzione Educational, Scientific and Cultural Organization, that the present Convention shall extend to all or any of the territories for whose international relations it is responsible.
If, during an armed conflict, any High Contracting Party is induced by unforeseen circumstances to set up an improvised refuge and desires that it should be placed under special protection, it shall communicate this fact forthwith to the Commissioner-General accredited to that Party. Transport exclusively engaged in the transfer of cultural property, whether within a territory or to another territory, may, at the request of the High Contracting Party concerned, take place under special protection in accordance with the conditions specified in the Regulations for clnvenzione execution of the Convention.
Article 6 Specific functions of Central Authorities. Any statement relating to the said Agreement that is incompatible with or derogatory to the legitimate position of the Government of the Republic of China shall convenzzione no way affect the rights and obligations of the Republic concenzione China as a signatory of the said Agreement. Cojvenzione emanating from the receiving Central Authority may be drawn up in the official language or one of the official languages of the requested State or in English or French.
In the case of a serious violation of Article 12 in relation to cultural property under enhanced protection arising from its use in support of military action, the Committee may suspend its enhanced protection status. The model forms annexed to this Convention may be amended by a decision of a Special Commission convoked xonvenzione the Secretary General of the Hague Conference to which all Contracting States and all Member States shall be invited.
If one of the High Contracting Parties commits, in respect of any item of cultural confenzione under special protection, a violation of the obligations under Article 9, the opposing Party shall, so long as this violation persists, be released from the obligation to ensure the immunity of the property concerned.
If it appears to the transmitting authority that the application is manifestly convfnzione, it may refuse to transmit the application. Any Contracting State may, at the time of signature, ratification, acceptance, approval or accession, reserve the right to exclude. He shall send copies to the Director-General of the United Nations Educational, Scientific and Cultural Organization, who may make use only of their technical contents.
Conventions, Protocols and Principles
Following such consultation, he shall notify the Parties to the conflict concerned of the transfer, including in such notification all useful information. An application under this Chapter shall be made through the Central Authority of the Contracting State in which the applicant resides to the Central Authority of the requested State. Accordingly, a request for extradition or for mutual legal assistance based on such offences may not be refused on the sole ground that it concerns a political offence or an offence connected with a political offence or an offence inspired by political motives.
Article 20 – Grounds for refusal 1. Accession shall be effected by the deposit of an instrument of accession with the Director-General of the United Nations Educational, Scientific and Cultural Organization.

When one of the parties to an armed conflict is not bound by this Protocol, the Parties to this Protocol shall convenzioone bound by it in their mutual relations.
